Section 2. Duties of Officers.
- President Responsibilities
- To serve as presiding officer, provide leadership and assist AMSC in achieving its mission and purposes.
- To preside over the Governing Council meetings, other meetings of AMSC, and meetings and events at the annual conference.
- To appoint chairpersons of both standing and special committees of AMSC except where otherwise specified in these By-Laws.
- To serve as ex-officio on all committees of AMSC.
- To serve as one of the AMSC representatives on the MCA Governing Council and appoint additional representatives as necessary.
- To submit all reports and other communications as may be requested or required by AMSC or MCA.
- To appoint a chairperson for AMSC Conferences.
- To create a budget with the Treasurer.
- To perform such other duties as directed by the Governing Council.
- President-elect
- To serve as a member of the AMSC Governing Council.
- To be responsible for the coordination of AMSC professional development programs.
- To perform such other duties as directed by the AMSC Governing Council.
- Past President
- To serve as a member of the AMSC Governing Council.
- To serve as the Chair of the AMSC Nominations and Election Committee.
- To perform duties of the President in the event of resignation, incapacitation, absence or death.
- To temporarily perform the duties of the President-elect in the event of resignation, incapacitation, absence or death.
- To perform such other duties as directed by the AMSC Governing Council.
- Secretary
- To serve as a member of the AMSC Governing Council.
- To create and disseminate records of the proceedings of the meetings of AMSC and the meetings of the AMSC Governing Council to Governing Council and to maintain such records.
- To conduct the official correspondence of the AMSC, including issuance of notices of meetings when requested by the President.
- To perform such other duties as directed by the AMSC Governing Council.
- Secretary-elect
- To serve as a member of the AMSC Governing Council.
- To aid the Secretary as needed.
- To perform such other duties as directed by the AMSC Governing Council.
- To solicit and maintain archival reports of meetings, Governing Council meetings, standing and special committee meetings and conferences.
- Treasurer
- To serve as a member of the Governing Council.
- To review and approve requests for disbursements which have been authorized by the Governing Council.
- To present reports of the financial status of AMSC to the Governing Council and the membership at each meeting of these bodies.
- To create annual budget in collaboration with the President.
- To prepare the financial books for an annual audit. Such audit will be performed at the discretion of the Governing Council.
- To provide annual financial report to MCA.
- To perform such other duties as directed by the Governing Council.
- Treasurer-elect
- To aid the Treasurer as needed.
- To perform such other duties as directed by the Governing Council.
- Members-at-Large (one (1) from each constituency: elementary school, middle school, high school, career and technical education, and higher education)
- To serve as a member of the Governing Council.
- To coordinate the promotion and provision of programming for their constituencies.
- To represent their respective constituencies and report to the Governing Council any comments from these constituencies.
- To perform such other duties as directed by the Governing Council.
Article IV
Governing Council
Section 1. Governing Council. The AMSC Governing Council shall consist of the elected officials (President, President-Elect, Past President, Secretary, Secretary-Elect, Treasurer, Treasurer-Elect, Elementary School Member-at-Large, Middle School Member-at-Large, High School Member-at-Large, Career and Technical Education Member-at-Large, and Higher Education Member-at-Large) and shall be empowered to conduct business of the Association.
Section 2. Functions of the AMSC Governing Council.
- Make all necessary policy decisions on behalf of AMSC.
- Formulate general policies of AMSC concerning the objectives and purposes of AMSC and recommend such action as seems necessary to present these policies to the voting members of AMSC for adoption.
- Coordinate the relationships of AMSC with other such organizations at the state, regional or national level and coordinate any affiliation discussions with those organizations.
- Consider all proposed amendments to these By-Laws.
